How does one know what the limit is on the amount of 15/15 "twins" square D breakers are allowed in a square D panel.( these are the ones that would replace a single 15 amp breaker with on that would allow an extra circuit)

The CEC 8-108 states the minimum breaker positions required -no maximum-. The thing that causes me to go 'Humm' would be the # of extra positions on the phase or phases causing a load imbalance.
